Budget 2027: stamp duty relief proposed for first-time homebuyers | 2027财政预算：首购族印花税豁免

Budget 2027, tabled on 9 October 2026, proposes stamp duty exemptions for first-time homebuyers on both the property transfer and the loan agreement. The relief would apply to sale and purchase agreements signed from 1 January 2027 to 31 December 2030.

2027年财政预算案（2026年10月9日提呈）建议为首次购屋者豁免产业转让及贷款合约的印花税，适用于 2027年1月1日至2030年12月31日期间签署的买卖合约。

The proposed relief 建议内容

• Homes up to RM500,000: full stamp duty exemption 房价 RM50万或以下：全额豁免
• Homes above RM500,000 up to RM750,000: the first RM500,000 is fully exempted and the rest gets 50% off RM50万至RM75万：首50万全额豁免，余额减半
• RM20 billion in housing loan guarantees through Syarikat Jaminan Kredit Perumahan, aimed at about 80,000 first-time buyers, including those with irregular income 通过 SJKP 提供200亿令吉房贷担保，惠及约8万名首购族（包括收入不固定者）

What it means for buyers 对买家的意义

Many Johor Bahru new launches have layouts in the RM3XXK to RM6XXK range, so first-time buyers could save several thousand ringgit in upfront costs. The measures are proposals until they are passed in the Finance Bill, and they apply to SPAs from 1 January 2027, so timing your booking and SPA date matters.
